CRA netfile opened today 6am. So all forms should have been finalized and uploaded to the TurboTax software so they're ready to go for users. It seems there was a recent UI update to the software. I've been using TurboTax for years and loved it. This year it's like they downgraded the UI and UX to save money or something? They made it worse. Anyways regardless of this. I input all my information the same as I have for previous years. I'm attempting to do a "request for loss carryback"...applying a business loss from this 2024 tax year to my 2021 income (3 years back is the maximum and this is still within that window). I corrected checked the box. And the loss was corrected input into the box beside "apply to 2021". I paid the turbotax filing fee. And when I clicked on FILE, I get a message saying: "you can't proceed further because one of your tax forms is currently unavailable. Please check back later. FAQ page link". So I click on the FAQ and it says: "we're working hard to finalize the following forms to comply with CRA requirements. Try filing your return later. The following federal forms are unavailable" .....then in the drop down menu it lists the form I needed the software to automatically know to import which is the "T1A -request for loss carryback". What is going on??? These forms should all already be in there from Turbotax knowing long ago that the first day for canadians to file is Feb 24, 2025 6am. Is this a glitch? I spent 1hr and 10 min on the phone with the help desk who I shared my screen with and they couldn't resolve but said their supervisor would call me in 24 to 48hrs. This is unacceptable. I've never had any issues with doing a carryback, I'm within the 3 year window, and I've always loved turbotax. But it seems the software update caused many issues. When will this be resolved??

The Turbotax agent told me it was the CRA's fault... Waiting on an update on their part.

I have the same frustration but in my case I am not using any of the specific forms listed. I can not save my returns to pdf or proceed to NetFile Very disappointed after 20 years as a loyal customer for TurboTax Standard Windows and the worse thing is that the error messages are wrong and misleading.

I too have been a loyal user for over a decade. And I loved the software. But this year they decide to mess with the UI for some strange reason. Nothing about the software is the same "flow" and it's also no longer as helpful, intuitive and user friendly. Whoever made the decision to change it should be fired. It has clearly caused all manner of backend bugs and glitches or put extra strain on the engineering team who is now backlogged with importing forms and maintaining compliance. And rather than being transparent and admitting that there are glitches or delays, they're putting the blame on the customer or the government. You will lose customers very quickly that way, guaranteed. People will lose trust if you cannot own your mistakes and correct them. Taxes ain't no joke. This is serious stuff. And as users who have paid, we are rightly owed to file our taxes, period. And without being mislead in the process.

As per CRA, they are working diligently to update their systems to reflect the currently enacted capital gains inclusion rate of one-half. However, this update may not be completed when online filing becomes available on February 24, 2025.
This means, all forms related to, can have some wrong calculations. Some of these forms are completely locked. We're working hard to finalize these forms to align ourselves with CRA requirements. We invite you to consult this article about locked forms.

Thank you for providing this information however I did my own research beforehand and already read about that. The form I needed has nothing to do with capital gains. It is a request to carry back a loss from this year to a previous tax year. Nothing about that rule or form has changed with CRA.
As an experiment on my end, I logged back into my TurboTax and removed all information and unchecked all boxes that pertained to that "request for loss carryback" T1A form. I have the option to carry it forward to future years so I will, if it means I can file my taxes. Removing all of that info, made my taxes as basic and simple as can be. It meant I no longer needed ANY of the unavailable locked forms. I then clicked on the FILE button again and still got the same message about not being able to proceed because forms are unavailable.
Additionally, there were two other users who commented here that their returns were also simple and didn't require any of the listed federal forms that you're saying the CRA hasn't finalized and those users also got the same "you cannot proceed" message.
So it would seem that this is a glitch. A software issue. Or a manpower labour issue with backend engineers not being able to add the forms on time after the UI software update which your help desk team member told me on the phone herself. Which there is a recording of.
TurboTax is losing the trust and goodwill it has spent decades building with its user base. Please correct this asap.
If I am not able to file by Friday, a refund will be respectfully requested for the service not rendered. You cannot take people's money and then tell them to file at some undisclosed "later date."
I totally agree... I will also ask for a refund because my return is extremely simple and the "locked forms" have nothing to do with the specifics of my return.
I have a sizeable "return" coming my way and every single day I can't file... I'm LOSING money!
Please tell the Intuit TurboTax team to fix the errors!

The only issue identified on the CRA website link is a change to the Capital Gains Inclusion Rate and we have no Capital Gains in our returns.
The link to TurboTax locked forms page has been updated 6 hours ago but the links to see which forms are locked do not work in my Safari browser.
In any case I previously checked and non of the forms listed at that time would affect us. Our returns are very simple with no investments or employment income, only basis pension income. If forms are locked TurboTax should be able to show me which one(s).
As others have said, this appears to be a software glitch, but TurboTax is not acknowledging the problem or providing a firm update schedule. When I first opened the software about a week ago there was an update, but nothing since then (TurboTax desktop checks automatically when it is launched). The error message refers to the software being updated by the end of January but we are long past that.
@LJG If you are not using any locked forms, we suggest you to contact our Product support team. They have access to tools we don't have here in Community, like screenshare, and investigate this issue for you.

I agree 100% that turbotax should be ready whenever CRA opens for NETFILE. I am getting a large refund and want to submit my taxes but keep getting a turbotax warning saying the forms I need aren't ready. I've been using turbotax for many, many years and this is incredibly disappointing! I don't want to wait until "end of March"!
Thank You. I did contact Customer Service this morning but after more than an hour on the line they were unable to connect me to a higher level of support to resolve my issue of not being able to Save my returns to PDF or Continue to NetFile.
While waiting I was able to determine what may be blocking me. While we have no Capital Gains we do use Quebec Form TP-766.3.4 to report Split Income from a pension. TurboTax Standard is using version (2024-10) of this form, but Revenue Quebec provided an update to this form on (2024-12) which is publicly available on their website. Note that this update was more than two months ago!

The only change is in Section 2.2 Taxable Capital Gains, Line 33 Inclusion Rate which now reads "50%" (2024-12) instead of "2/3" (2024-10) In the Capital Gains FAQ it explains "The Ministère des Finances du Québec has decided to defer the increase until January 1, 2026. As a result, the inclusion rate for the 2024 taxation year is 50%."

Despite waiting online for more than an hour Customer Service was unable to connect me to a higher level of support to see if my TurboTax Standard 2024 can be unlocked. They simply say they are working on the issue and I will have to wait until sometime in March to file my Canada and Quebec returns.
This is very disappointing and completely unacceptable.
Buggiest version I have ever seen and I have been a user of TT and Quicktax going back to Windows95 or so.
My wife's return got the 'you cant netfile because cra hasnt finished cap gains rules'... well she doesn't have any cap gains or losses. I do on mine, but nothing approaching the $250k inclusion rate change that Intuit is blaming on this delay.
They should have a proper product update page rather than making people search this community. Or make the help/chat function helpful.
Given that the change to the Capital Gains Inclusion Rate was announced on 31 January and is a simple change back to 50%, it is hard to understand why TurboTax is unable to implement the new forms in a timely manner.

It is inevitable that last minute changes and corrections will be made to forms prior to NetFile opening on 24 February 2024, so TurboTax needs to deal with this and stop blaming CRA.

If you are impacted by this situation, you may avoid processing delays by waiting until the updates are completed in the coming weeks before filing your income tax and benefit return. The CRA will grant relief in respect of late-filing penalties and interest until June 2, 2025, for Individual filers...
Just let us file. I am not impacted, yet the system wont let me proceed. You should change the block message to "if you file now, and have a cap gain over $250,000, you might need to re-file later" if you cant figure out which filers are actually impacted.
there is nothing about capital gains/losses listed in CRA's restrictions or other restriction reasons for not being able to file right now. It sounds like its your software, soTurboTax shouldn't be blaming them.

Im from Quebec as well.... spent the past few days going through same thing.. hours online getting no help? What did you end up doing? I have this awful feeling it won't be resolved anytime soon, as no one at Turbotax has any answers?
I couldn’t file either and my return is quite basic. Paid the fee and then tried to submit, with a response saying one or more forms are unavailable, try again later. I called customer support twice. First time the representative was completely clueless, with several moments of stunned silence. The second person said “try again in three days.” I’ll try again next week and if it doesn’t work then I expect a full refund! This is so frustrating. I too have used TurboTax for several years and have found it to be very user friendly. This year is not user friendly at all!
Some people in Quebec are having problems filing if they have a T3 or T5 slip on their return. Our development them is working on resolving that issue, ASAP.

I’m not in Quebec. I’m in BC. I do not know exactly which form is the issue, but I assume it is a T1198, as my other forms are T4 and T4A. I’ll give TurboTax until the end of the week, at which point if not fixed then I will file with someone else and will expect a refund.
This does not make any sense. T3 and T5 aren't new.
I am in QC and I do have a T5 which is blocking me from filling my tax return. When checking the link you sent, there is no development listed for Releve 3 (which is the equivalent for federal T5).
When can we expect this to be completed? I've been a loyal customer for 10+ year using Turbotax and this is very frustrating and disappointing not to be able to file basic tax return.
I have the same issue but with T1198.. received lump sum ..
this is embarrassing. I should print and file manually for the first time in 23 years, to see if I get my NOA before turbotax figures out their multiple issues.
