This return should be free. I entered all the information manually and did not request any upgrade. Why am I being charged $9.99?

You may have accidentally clicked on TurboTax Free Plus.  You will need to start over and make sure that you haven't selected Plus.  Use this link, https://ww2.2017.turbotaxonline.intuit.ca/.
