TurboTax 2023 CDN will only run in safe mode. How do I fix that?

TurboTax will NOT open unless in Safe mode.  All that I get is the TurboTax splash screen.  I think that it is trying to connect to the server, but NOTHING happens.

Please try installing the software using the download from our website. You can download the current version of TurboTax CD/download edition here:  Choose the 2023 TurboTax edition you need (for Windows).
