What is preventing TurboTax 2018 CD or Online version from being installed?

I have a windows 10 computer which will not go beyond the window which asks me if I want it to make changes to the computer.  I reply yes but it spins and then nothing happens.  I talked to a tech at Straples for over a 1/2 hour and changed security settings but nothing works!  I have used TurboTax for years and this is my first problem.

If you are installing TurboTax CD/Download, please download the latest version from our website and use that to complete the installation. You can download the software from here: https://turbotax.community.intuit.ca/replies/3001486

TurboTax Online doesn’t need to be installed, and is a separate product from TurboTax CD/Download.
