If I owe federal tax and will receive a provincial refund. Can I transfer some of my refund to pay the federal tax?

I owe about $15 to Federal and will receive $ 230 from Rev. QC.  Can I transfer the $15 from my Quebec tax refund.

Unfortunately, no you cannot do that.
