Transfering unused tax credits.if my Dad opts to transfer tax credits from my mom what impact will that have on my moms tax return if her income is under 10k

I just want to make sure my mom isn't penalized by having a balance owing if my dad transfers her unused tax credits. How do I know what portion of the credits are unused

Tax credits are used to reduce any net tax owing. Transferring credits will not result in the other person owing more on their taxes.
