Ontario discontinued their tuition tax credit for tax year 2017. Only unused tuition amounts paid for study between Jan 1st and Sept 4th can be transferred.
You say that only unused tuition amounts paid for study between Jan 1st and Sept 4th can be transferred. August of 2017 falls within that time. TurboTax says that he can have that credit for his own use, but it says that there is zero available that can be transferred to me. Why will TurboTax let him claim it, but not give him the option to transfer it to me? It let him transfer his federal amount to me, which he did.
What amount of tuition and how many months did he enter in the provincial column?
$192 for tuition, and 1 for the months (both in the provincial column)
I'm not sure what's going wrong. Try having a look at your completed ON Schedule 11 form. You'll have to pay for your return to see download the completed forms, but not to worry; you can change the return as many times as you want to after you pay but before you file.

I've done all of that already. Schedule ON(S11) has $192 on line 5914, and $547 on line 5918. For total available then, it shows $739 on line 6, line 12 and line 13. It assumes that I don't want it transferred, so the ON(S11) looks OK, as it's letting him use it. The problem for me is that on the "Transfer Tuition and Education (Federal)" TurboTax page, it says that the maximum amount to transfer is $2,274.00, which is what I would expect, but on the Provincial counterpart page, it says that the maximum available is zero.
