Being a non-resident this year, do I have to declare employment income on income earned outside of Canada while being a non-resident, paid to a non-Canadian account?

- Left Canada in September 2023
- Specifically asking about income whilst outside of Canada

Yes, you would need to enter your worldwide income, though you will not be taxed on it.
