Can I claim medical expenses from a foreign country for my wife and child who are not yet Canadian citizens?

I was married and my son was also born in 2020. Both happened in Vietnam. Can I claim medical expenses I paid for my wife and son prior, during and after his birth? Can I also claim medications I paid for that were needed for my wife and son?

The answer is probably "yes".

There is no exception in IRS Publication 502 to prohibit getting qualified medical care in a foreign country. It just has to satisfy the same rules as in the US - necessary medical procedure and so on.  

The same rules should apply in Canada.  Someone familiar with Canada tax law should be able to answer this more definitely for you.
