Can I file 16 months property tax on the new home I closed in 2017?

I closed on a new house in early 2017, and when doing the provincial deductible it has the question "payments related to your principal residence" and I received and paid property tax from Sept 1-Dec 31, 2016 as well as full year 2017 back in Aug 2017. Can I claim number of months in that form for 16 months as I only closed and received tax bill in 2017 for my new home?

You can only claim the property taxes paid for 2017.  Any property taxes paid for 2016 would have been reported on your 2016 tax return.
