No. If you are a non-resident, or you live outside of Canada, you won’t be able to use NETFILE to file your return online. However, the CRA is temporarily allowing non-residents to fax their tax returns in order to file. Full Service can do returns for people who can't use NETFILE, but is not available to non-residents.

You can use TurboTax Online or TurboTax CD/Download, but you will need a Canadian or US credit card to pay.
The experts at Assist and Review can't help with non-resident returns. They also can't call out to non Canadian numbers, and you would still need a Canadian or US credit card to pay.
