If you are otherwise eligible for the Climate Action Incentive (CAI), then it doesn’t matter if you live in one of the Census Metropolitan Areas (CMA). You still qualify for the credit, you just won’t get the 10% supplement for residents of small and rural communities.
The CRA has a page with more info about what places are included in the CMAs: https://www.canada.ca/en/revenue-agency/services/tax/individuals/topics/about-your-tax-return/tax-re...

I live in a rural community and qualify for the extra however, your software asks that question if you live outside the Cma but after that and before the answer it has the heading Toronto and Metropolitan area.
Do you answer yes for rural or no for Toronto and Metropolitan areas? It is unclear and confusing. I called support and they couldn't answer it either - it confused them too.
You would answer YES if you lived outside of the census metropolitan areas listed. The extra "Toronto and metropolitan area" is just a link that you can click on to see what counts as "Toronto".
Thank you very much. I appreciate you clearing up the confusion.
