Can you file a U.S. tax return when you are a Canadian resident and all of your income is in Canada

It's difficult to provide an answer to this question without knowing your individual tax situation. Without knowing your residency status, if you have emigrated from or immigrated to Canada or the reason why you would need to file a U.S. tax return, it's difficult to say.
