If you lived in Canada and left in 2019  and have no other ties with Canada other than you rental property you   need to file part year resident return and report your exit date  for the part of year you lived in Canada.

If you have other sources of Canadian income you need to file Canadian return return and report worldwide income as well as foreign taxes paid for foreign tax credits.

If you have not lived in Canada in 2019 and the only income is from rental property  you can  file section 216 return.
