Do I need to file for taxes? I'm a new permanent resident(P.R card holder), residing overseas (U.S.A). Don't live or work in Canada yet.

If you are a Permanent Resident in Canada, then yes you would file a tax return, but since you do not live or work here yet, I would suggest you contact the CRA directly to explain your personal situation and they will advise if you need to file a tax return or not.
