Does US Social Security and Medicare Tax paid get counted in "Foreign Tax Paid" column under Foreign Income Slip on Canada return?

On my US tax slips W2 from my employer show the Medicare and SS taxes along with the income tax column. However, when filing in the US, Med and SS taxes are not included in taxes paid only the income tax paid column. I'm a resident of canada but US citizen. The foreign tax paid box for Canada return is not entirely clear what constitutes. If I include them it wont match the "tax paid" on my US efile - though it is on my W2..
