Hi, I rented an apartment for all of 2017. Am I eligible to apply for the OEPTC? when it asks for Amount Paid 2017, does that mean total for the year or just the month?

Yes, you are entitled to apply for the OEPTC. The amount being asked is the total paid for the year.
