Is it possible to claim care giver amount for dependents who were not Canadian residents in 2015 and were living outside Canada.

According to this page from the CRA, you must have "maintained a dwelling where you and one or more of your dependants lived": http://www.cra-arc.gc.ca/tx/ndvdls/tpcs/ncm-tx/rtrn/cmpltng/ddctns/lns300-350/315/menu-eng.html
