My rental property was vacant all year, so generated zero income. Do I still claim expenses such as interest, condo fees etc. or am I not allowed?

If you can prove you have made an effort to rent out the property, then yes you can claim these expenses. 

Keep receipts of all expenses claimed as well as proof of attempting to rent the property.
