My wife had a C-section in Mexico, are we able to claim the bills associated with having a baby outside canada?

As per the Canada Revenue Agency's list of Details of medical expenses you may be able to claim your expenses. 

Medical services by medical practitioners – to verify if a specific profession is recognized by a province or territory for the purposes of claiming medical expenses, see Authorized medical practitioners by province or territory for the purposes of claiming medical expen....

Medical services outside of Canada – if you travel outside Canada to get medical services, you can claim the amounts you paid to a medical practitioner and a public or licensed private hospital. A "licensed private hospital" is a hospital licensed by the jurisdiction that it operates in.
