I am an Ontario resident, but paid rent in Quebec as a student for 4 months. Does this apply for the Ontario Energy and Property Tax Credit?

No... For purposes of the Ontario Trillium Benefit, you can only claim rent (or property taxes) paid for a principal residence located in Ontario. For more info, pleases see http://www.cra-arc.gc.ca/tx/ndvdls/tpcs/ncm-tx/chngrtrn-eng.html
