Paid tax instalments this year

I work for the federal government and due to the phoenix pay system I had many issues with my pay. One is that I didn't have any federal taxes deducted in 2017. I paid back in instalments. Is this something that I would input under paid tax instalments?

Yes, you should claim these payments as tax instalments paid on your income tax return.

I am using the Premier CD version of TT. “Help” says double click on line 47600 to input tax instalments paid directly. Doesn’t work. I must NETFILE so do not want to use overrides. How can I input tax instalments legitimately so I can NETFILE?
