Put a down payment for a condo that is yet to be built and in both my name and my wife's. Should I answer 'yes' to the 'Buy a house' question for both of us ?

You will not have 'bought a house' until the transaction closes and you take ownership.  So you would answer 'no' for that question.  Hope that helps!
