I'm a PR but left Canada in Aug 2018 during my maternity and parental leave. the whole year in 2019 I was in China with my two kids. in my situation, am I a resident?

Residency determination for tax purposes can be complicated since it is based on ties to Canada. Just being absent from Canada may not make a taxpayer a non resident

It would be best to review the CRA guidance here . This will give you some information for making a determination.
