We made a cra installment payment this year (april 3, 2019). Will this go towards balance owing for tax year 2018 or 2019?

It’s likely for 2019, but you can check the instalment reminder notice that you received to make sure. You can also check with the CRA. https://turbotax.community.intuit.ca/replies/2647704
