Why is the home accessibility tax credit going on both returns of a coupled return?

When preparing a coupled return for both spouses, and claiming the Home Accessibility Tax Credit, you have to specify how much of the claim is going on your spouse's return.

As all the expenses are entered on one page, it's important to make the correct entry to your spouse when prompted. Screenshots attached show how to claim entire eligible amount on one spouse's return.

Why is the home accessibility tax credit going on both returns of a coupled return?

This is an issue again in 2018.  The credit is going on both returns even though the amount is indicated as zero for the question of how much to go to the spouses return.
