Can i claim security clearance & finger print check on my Canadian income tax?

No, these are considered to be personal expenses and are not eligible tax deductions for the average taxpayer. Even if you incurred these expenses to find a job or had to have them done at an employer's request, they are not a valid deduction. 

If you were Self-Employed and incurred these expenses so you could generate revenue from your business, you might be able to deduct them as a "business expense".
