The problem affects the desktop (CD/download) editions as well, as confirmed by Revenu Quebec.
The return can indeed be submitted without the TPF-1.U as long as all of the required keying summaries or the complete return and applicable schedules are sent in, but it means Revenu Quebec has to enter all information manually instead of simply scanning QR codes, which will delay processing considerably.
As there are not likely to be any further updates to TT 2018, this is not likely to get fixed; why it wasn't fixed when there were regular updates might be related to Intuit refusing to acknowledge the issue - as they continue to do through phone 'support'.
Hi, part of the PDF print out is TP-1.D-V which is the main Income Tax Return. But it says at the bottom to 'Keep this form for your records'. So I just want to confirm my understanding, that it is sufficient to just send in every page in the PDF where the page at the bottom says 'This form must be submitted to the Revenu Quebec'. Is this correct? Thank you.

As you can see by the date of this thread, this problem has been unresolved for two years now. If Intuit has no intention of fixing an ongoing bug with its software, it should be honest enough to say so. Marking this question as "Solved" is downright dishonest.
