CERB for Quebec resident

I have a T4A for CERB and also received an RL-1 for CERB as a Quebec resident.

I entered the $2000 CERB in the Other income on the T4 entry page in Turbotax in box 197.  The RL-1 has it in box box O code RS.

When I looked at my detailed tax summaries, it shows $2000 for Canada and $4000 for Quebec.  Why is it being counted twice for Quebec income?
