    <description>&lt;P&gt;I am beginning to receive US SSB as a Canadian citizen and have seen on other websites that I must send an IRS form 8833 with a US tax return so that IRS will not withhold tax on my benefits as I will claim them on my Canadian tax return. Is this correct? The SSA informed me that they would be 12% withheld.&lt;/P&gt;</description>
