Can I claim more than 15% of swiss foreign tax? Turbo tax seems to estimate a higher tax credit when I enter the full swiss tax held (35% of dividend). Is this an issue?

Assuming I earned 1000 in swiss dividends, the swiss brokerage withholds 35% (350). I assumed I can only ge credit for 150, but TurboTax seems to credit a higher amount (ballpark 250)?
