Can I claim mileage/vehicle expenses if I do not own the car?

I have obtained a job as an independent contractor and my position requires me to provide therapy to clients in their homes. I purchased a car while I was in college, but for ease at the time, the car and plates are under my fathers name. Am I able to claim vehicle and mileage expenses given that I have and will be paying for all vehicle related expenses?

You can claim fuel, repairs and insurance costs.  You will need to keep a log to prove business mileage.  You will need starting and ending mileage each year.  The log determines how much is claimable based on actual business use.
