How can I resolve this, or how can I contact Intuit to get refunded if I can't get it to work.
Please try uninstalling & reinstalling the program using the download from our website. It will not delete any of you saved returns.

It was installed on a fresh new Windows 10 machine, using the installer downloaded directly from TurboTax so re-installing didn't seem like it was going to solve anything.
But I have found the issue was due to a missing prerequisite, Visual C++ 2010 runtime. So it is now resolved
