I paid National Insurance Premiums in the UK. Is there somewhere to deduct that?

These are social benefit contributions paid to earn a UK State Pension.
They are similar to CPP contributions. If you lived in the UK they might be considered non-taxable, but not in Canada, since you have elected to pay NI Premiums on a voluntary basis.

Bottom line, these amounts aren't deductible, nor do they generate a credit.
