I purchased the product online at Costco but didn't get an activation code after 24 hours.

It's for 2024 tax year.  Should I contact Costco or Turbotax?  I've received Costco email showing order status "shipped", but not delivered yet.

Since you made that purchase from Costco and we do not have a record of it, we are sorry to hear that. You should speak with Costco directly.
