If you are Permanent resident of Canada (PR) then you are not a Canadian citizen. A permanent resident is someone who has been given permanent resident status by immigrating to Canada, but is not a Canadian citizen. Permanent residents are citizens of other countries.
In general a person is a Canadian citizen if:
- They were born in Canada.
- They became a citizen through the naturalization process in Canada (i.e., they were a permanent resident before they became a citizen);
