If I am self-employed for the tax year, could I claim the cost of a background check/criminal record check as a business expense?

Yes, If it is a necessary factor in operating your business, it could be viewed as a business expense similar to license fees, etc.
Be sure to keep the receipt in case the Canada Revenue Agency (CRA) asks to see it.
