If a person passes away in Feb. 2018 do you report it on their 2017 return (Is this return for a deceased person ?) or do you wait and report it on their 2018 return ?

You will file the 2017 tax return as normal. You can send a copy of the Death Certificate and if requested by CRA, to verify the Executor, a copy of the Last Will and Testament. 

You may need to change the mailing address on the 2017 tax return which could prevent the return from being Netfile eligible.
