CPP & QPP contributions dont match; RL-1 requires both to be reported while T4 requires only for that province so my income in Quebec on my T4 shows 0$ for CPP. Help

To be clear, the sum of both T4s (AB and QC) QPP & CPP sum up together with those reported in my RL-1. 

Per Revenue Quebec:  Enter “B-1” in one of the blank boxes, followed by the total CPP contributions withheld during the year.

Per CRA: For any employee who had more than one province or territory of employment in the year, fill out separate T4 slips. For each location, indicate the total remuneration paid to the employee and the related deductions, such as CPP/QPP contributions, EI premiums, PPIP premiums, and income tax.

However I keep getting an error: 
Your Relevé 1 and T4 entries don't match. Box B and B1 of your Relevé 1 must equal the total of boxes 16 and 17 of your T4.
