I am an International student at University of Waterloo. I have no income as of now. Do i get a federal refundable credit on my tuition fees of 26585.60 CAD ?

You need to determine your residential status first. Please refer to this CRA link for more information:

If you don't have income, live temporarily in the country especially in a University residence, no residential ties to Canada, etc > then the answer will be No. You cannot even apply for any Ontario Benefits such as OTB or GST.

 

If you have a permanent residential dwelling, a job or income from research, etc > then the answer is Yes. You can apply for the benefits and the tuition amount.
