I am trying to enter a tuition transfer amount. It accepts/saves the federal transfer of $5000, but keeps resetting the provincial to $0."

I have checked and BC is one of the provinces that allows the provincial transfer.

You are only able to apply any unused tuition credits for the provincial amount in BC.  You are no longer able to transfer the provincial amount as it was discontinued for the province of BC.  Please see the following link for more information, https://www.bdo.ca/en-ca/insights/tax/tax-articles/recent-tax-credit-changes-may-affect-students-for-2017/.
