I have been retired for 3 years but I am being asked if I asked my employer to stop contributing to cpp why ?

After the age of 65, an employee can choose to stop contributing to Canada Pension Plan because employee's are not allowed to contribute after they turn 70. For more information, please see Canada Revenue Agency (CRA).
