I live in Condo A until 2016 and then moved to parents. It was principle residence until end of 2019. Am I eligible for the 1st-time home-buyer benefits in 2023?

I do not live in any owned property since 2016.
Based on the wording on CRA website, a person is first time home buyer as long as he has not lived in an owned property for last 4 years regardless of the possession of a principle residence. CRA representative confirms this but a Chartered Accountant I asked said no.
