I was unable to transfer provincial tuition/education credits to my parent. Allowed me to transfer federal portion

I was given the option to transfer $5000 for the federal portion of the tuition/education credit but for the provincial portion it showed $0 allowable to transfer when there is a significant credit still available.

Provincial credit has been eliminated for last year for tuition paid after September 5. This is probably why you are unable to effect a transfer. If the credits you have are from 2016, those cannot be transferred.
