If my spouse did not make any RRSP contributions, can I utilize their allowable amount? Or can they claim my excess contributions?

No, you cannot use your spouse's RRSP contribution limit and vice-versa.

Even when purchasing Spousal RRSPs, your own RRSP contribution limit is used. Spousal RRSPs are treated the same as a regular RRSP contribution when purchased, with the purchaser's RRSP limit defining how much can be purchased and the purchaser also claiming the deduction on their tax return.
