W/D of unused over contributions to my RRSP resulted in a T4RSP slip with taxes being withheld in 2017. How do I claim back in TurboTax? Do I need to complete T746 first?

If you already had tax withheld from your T4RSP withdrawal, you should fill out Form T746: Calculating Your Deduction for Refund of Unused RRSP Contributions and enter the amount on Line 11 of the T746 on Line 232 of the return. You should then submit the T746 and T4RSP with your return.
