Is the first 11,500 non taxable?

We need more information what is the $11,500 amount you are referring.

Assuming if you are asking about the income. As per CRA, all taxpayers can claim a basic non-refundable tax credit for their income tax, known as the personal amount. It is adjusted annually to allow for inflation and other factors, but in 2020 the personal amount for federal taxes was $13,229. This means that an individual Canadian taxpayer can earn up to $13,229 (first income) in 2020 before paying any federal income tax.
