Months after completing my 2013 return, I received notification from CRA that I am required to pay Canada Pension Plan for my child.

 I had paid him for services rendered in that year (under $18,000), and was required to contribute $1600.  Do I need to refile 2013 to deduct this as an expense?

No.  You need to do a T1adjustment request to report the outstanding amounts as an expense.
