Must tuition deduction be used by student if no tax payable? low income $5192. no tuition deduction refund is $914.

if Tuition deduction used by student, refund is +$1500. If not $914.  Max allowable Transfers (Fed $2607, Prov $$2735) gives parent +$700 larger refund. So must the tuition deduction be used by student?

Tuition credit must first be used by the student to reduce tax payable.

Any unused credit from the current year, in thjs case 2017, can either be transferred or carried forward.
