My daughter is 18 years old, is a student, and is the one primarily responsible for paying her living and tuition costs. Can I claim her as a dependent or no?

Not unless she has a mental or physical disability. If she was 18 before 31 Dec 2017, she is not your dependant for Tax purposes.
If she is a student she might be able to transfer some Tuition credit to you.

Not unless she has a mental or physical disability. If she was 18 before 31 Dec 2017, she is not your dependant for Tax purposes.
